Everything that MSD pays out to run the agency is summarized and accessible in the web pages Capital Expenditures, Operating Expenditures, and Employee salaries. These pages represent MSD’s “check book.” Capital expenditures include such things as cost for building sewer projects, major equipment purchases and most items that cost over $100,000. Operating expenditures cover the costs expended for everyday expenses, like material and supplies, maintenance expenses, small purchases and everything that’s not actual salaries or major purchases.

Capital expenditures are accessible by Projects (each capital project is assigned a BudgetID number and a project title); Cost Element (major milestone of activity for projects that include planning, engineering, construction, etc.); and finally by vendor name (the vendor performing the work related to the capital project). When any of these entry points are used, you can drill down into greater detail by clicking on the link provided. Eventually you will get to the check that was issued and the invoices that the check paid. The actual check number and invoice number are replaced by our accounting system internal document number for security. Information is being provided for the current and previous four fiscal years.

1. What’s the difference between the Capital Project and Capital Expenditures section of OpenMSD?
The Capital Project section contains cost data from inception of a particular capital project to-date no matter how many years the project has been underway. The Capital Expenditure section contains only year-to-date cost data for a particular capital project.

2. Why does the check amount differ from the expenditure amount for a particular capital project?
In order to reduce waste, several invoices may be paid to a vendor on one check. If examining one particular cost center, you may see the check amount is greater than the expenditure on the previous screen. Since MSD has several cost centers, some invoices paid on the check may not belong to the cost center you are examining. Instead, several cost centers could be included on the check.
